As the provincial capital, Quebec City benefits from being a regional hub for administrative and service sectors. The provincial government is the largest employer, with 27,900 people working for it as of 2007. The local hospital network, CHUQ, is another significant institutional employer, employing over 10,000 people in 2007. The unemployment rate in June 2018 was 3.8%, lower than the national average and the second-lowest among Canada’s 34 largest cities.

Manufacturing plays a role in Quebec City’s economy, accounting for approximately 10% of jobs.
